This usually isn’t possible, but if the land was first stolen with RING OF DOMINION, then, apparantly, earthcraft can still be cast on. I don’t know if players can do it, but Madga just did it in a Singleplayer game.
Please take a look into that, it might be relevant in Pandora too.
