[Bug] Artifact Disk of Time does not reduce the cost of a card

Hello. I don’t know where to post my bug report, so I post it here (I think it’s the right place).
I’ve met a bug in a pandora game.
I’ve drawn the artifact Disk of Time that reduces cost of all Events, then I drew an event (After you draw an Event you draw normally a card).
But the event I drew: Seifer’s Wrath, still cost 2.
I think that’s because I drew it immediatly after the artifact activated its effect, so it was neither in the deck, nor in my hand, and the Disk of Time says it works in “each player’s Hand and Deck”.
