Disabling animated backgrounds only does it for the login screen

As the title says, disabling animated backgrounds only works for the login screen and then all screens afterwards still have animated backgrounds. This is causing a lot of lag for me. During a match I’m fine but the sluggish menus are really annoying me. Please help.
